The specificity of the LEADER axe- "from down to up" approach- is a way of action that allows local partners to choose a coherent group of measures that fit their priorities. Local Group of Action (GAL) – public-privat partnership, agreement between public representatives, private sector representatives, and civile society representatives.
Where can GALs be made?
GALs can be made in rural areas.The financial aid given through LEADER axe facilitates the mix between the major FEADR priorities: increasing competitivity, helping the environment and improving life quality in the community. The entity that requests the financial aid also has to participate in the financing of the project.

The GOAL of the investment is to support local private-public partnership in implementing local development strategies for 2014-2020
- Encouraging partnership for developing an integrated strategy.
- Involving the entire community in the process of implementing a local development strategy
- The public- private partnership made according to a Partnership Agreement, no matter if they are made in areas covered by GALs that were selected in PNDR 2007-2013;
- Private partners and civil society members will have to have 51% power of decision. The representatives of cities will have 25% power of decision. ;
THE FINANCIAL AID WILL BE IN THE AMOUNT OF 100% OF THE TOTAL INVESTMENT:
Technical assistance can be settled in the amount of 20.000 Euros.
